BOARD OF ASSESSORS
(Assessment Office)

The Board of Assessors shall perform the following functions:

(1) Review and sign all tax warrants to be committed to the Tax Collector; and

(2) Act as a Board of Tax Review on all appeals from assessments and sign all appeal forms after their action.

(3) Perform other functions as required.

Members of the Board are appointed by the City Manager to staggered three year terms expiring in March. Current Board members are: Sheryl Foss, Robert Scharn, James Saltmarsh   Alternates:  Michael Randall, Debbie Cotton, Adrienne Johnson

LACONIA AIRPORT AUTHORITY

The Authority was established to maintain an airport in the town of Gilford or elsewhere in Belknap County and in connection therewith and as a part thereof, to establish and maintain auxiliary landing places and facilities in Belknap County and towns contiguous to Lake Winnipesaukee.

Membership is as follows: The mayor of the City of Laconia or designee, one member of the board of commissioners of Belknap County or designee and one member of the board of selectmen of the Town of Gilford or designee, ex-officio, together with four residents of Laconia and two residents of Gilford appointed to staggered terms expiring in April. Membership for resident members is for four years, but in no case shall anyone serve more than two consecutive terms. Current members are: Mayor Matthew Lahey (Laconia), Philip Daigneault (Belknap County Commissioner), Alice Boucher (Selectman, Gilford), Douglas Bartlett (At-Large/Laconia), Donald Flanders (At-Large/Laconia), Newbold LeRoy III (Vice Chair, At-Large/Laconia) Anthony Stracqualursi (At-Large/Laconia), Chris Tierney (Treasurer, At-Large/Gilford), Russ Dumais (At-Large/Gilford)

BUILDING CODE BOARD OF APPEALS (Code Enforcement)

This Board reviews appeals filed concerning decisions of the building official.

This seven member board is appointed by the Council to staggered five year terms expiring in March. Present Board Members: Robert Durfee, Robert Turpin

CONSERVATION COMMISSION

This Commission was established to promote and develop the areas natural resources and the protection of the City's watershed resources.

This is a seven member Commission appointed by the Council to staggered three year terms expiring in August. Current Board members are: Marnie Blaisdell-Schulz, Mary Hutchins, Kailief Mitchell, Lisa Morin, Walter Kalin, Hillary Martin and Dean Anson

LAKES REGION PLANNING COMMISSION

In any county in which a regional planning commission has been formed, a community may become a member and is entitled to representation.

There are two representatives appointed by the Council and one appointment by the Planning Board to staggered four year terms expiring in June. Present representatives are:  Warren Hutchins and William Contardo from the Planning Board and Council Representative (vacant).

LACONIA HOUSING & REDEVELOPMENT AUTHORITY

The Authority is authorized to proceed with a study of need of redevelopment of blighted areas and has the right to accept and use gifts and grants for the exercise of its functions from any private or government source.

There are five representatives appointed by the City Manager to staggered five year terms expiring in October. Current Authority members are: Ruth Stuart, Steve Laurent, Bobbi Thomas, Robert Harrington and Thomas Drouin

BOARD OF LIBRARY TRUSTEES

Trustees have the entire charge and management of the library and all property of the city relating thereto and all money raised or appropriated for its support and maintenance and all money or property that the city may receive by donation under any will or otherwise for the library.

There are six trustees appointed by the Council to staggered three year terms expiring in the month of March. Current members are: Marilyn Lynch, Robert Selig, Olie Anderson, John Moriarty, Daylon Brock

LICENSING BOARD (
Licensing)

The Licensing Board has charge of granting licenses provided for by the City's Licensing ordinance.

Membership consists of the City Manager or designated representative, who at the present time is the Fire Chief, an active head of the Police Department and a person appointed by the City Council to a three year term expiring in March. Present Council appointee is James Rogato.

MOTORCYCLE TECHNICAL REVIEW COMMITTEE (Planning)

Any person or property owner using their land for temporary vendors, temporary camping, temporary structures or temporary parking during Motorcycle Week shall apply to the Motorcycle Technical Review Committee for approval. Applications are submitted to the Planning Department and forwarded to the MTRC for review. The Committee shall review the application, hold a public hearing and act to grant final approval, approval with conditions or denial of the application.

PARKS & RECREATION COMMISSION
(Parks & Recreation)

The Commission is responsible for overseeing the improvement, care, regulation and general management of the parks, as well as to provide recreational programs for the citizens in the City.

There are five members of the Commission appointed by the Council to staggered three year terms expiring in March. Present members are: George Hawkins, Tim Kerns, Jeff Pattison, David Plourde and Mitch Hamel.

PERSONNEL ADVISORY BOARD

The Board's responsibilities are to study the broad problems of personnel policy and administration, to advise the Council concerning personnel policies, to hear appeals from any employee aggrieved as to the status or condition of their employment.

PLANNING BOARD (Planning Department)

The Planning Board is responsible for the development of a Master Plan for the development of the city. The Planning Board has the power to approve or disapprove subdivisions in accordance with RSA 674:35 and has the power to approve or disapprove site plans for the development or change or expansion of use of tracts for nonresidential uses or for multifamily uses as defined in RSA 674:43. The Capital Improvement Plan for the City also falls under the jurisdiction of the Planning Board.

This Board consists of nine members who are appointed by the Council to staggered three year terms expiring in June. In addition, there is one member appointed as the City Manager's designee, one administrative official appointed by the Council and one City Councilor who serves as an ex-officio member. Current members are: Gary Dionne, Don Richards, Warren Murphy, William Contardo, Jerry Mailloux and Kyril Mitchell.    Alternate Warren Hutchins and Nicholas Paddock.  Council representative Robert Luther, administrative official from the City (vacant) and Claude Richer ex officio for the City Manager.

Police Commission (Police Department)

The Police Commission has the full power to make all the rules for the government of the City's police force and enforce those rules.

This Commission consists of three elected officials elected to four year terms. The current members of the Commission are Warren Clement, Douglas Whittum and Armand Maheux.

PUTNAM FUND ADVISORY COMMITTEE

The Committee, working with the Trustees of the Trust Funds, uses the income from the Perley and Ellen Putnam Free Lecture Fund to provide free entertainment (lectures, theatrical, etc.) to the citizens of Laconia.

This Committee is comprised of five members appointed by the City Council to staggered five year terms expiring in March. Current members are: Robert Holbrook, Chairman, Elizabeth Ballantyne, Charles Bradley, Richard Landry and Linda Peary

TECHNICAL REVIEW COMMITTEE (
Planning Department)

The City Planning Board is authorized to delegate its site review duties in regard to minor site plans to a committee known as the Technical Review Committee. The TRC shall have authority to accept or reject applications and to approve or disapprove applications for minor site plan approval (See Chapter 89 Technical Review Committee of the City Ordinances).

Membership is as follows: Chair, Luke Powell, Public Works Department; Shanna Saunders, Planning Department; Carroll Seigars, Code Enforcement Director; Seth Nuttelman, Water Superintendent; Charles Roffo, Fire Prevention Officer; Lt. TRUSTEES OF THE TRUST FUND

The Trustees receive all trust funds donated or bequeathed to the City. They oversee the investment of said funds and distribute income and principal in accordance with the purposes for which the trusts were established.

There are three trustees who are appointed by the City Council to staggered three year terms expiring in March. Current members are: Robert Holbrook, Jon Nivus and Donald Flanders.

WATER COMMISSION

The Commission oversees the construction, replacement, management, maintenance, control and direction of the Laconia Waterworks.

The Commission has three members who are appointed by the City Council to staggered three year terms expiring in June and a member of the City Council. Current members are: Richard Breton, Paul DiBona and Greg Page.   Council member is Councilor Armand Bolduc.

ZONING BOARD OF ADJUSTMENT
(Planning Department)

The Board hears zoning decision appeals and special exception requests.

The Board consists of five regular members and five alternate members who are appointed by the City Council to staggered three year terms expiring in August. Current members are: Steven Bogert, Robert Smith, Paul Lambert and Donald Lasell.   Alternates:  Suzanne Perley , Orry Gibbs, Robin Tautkus
